HomeMy WebLinkAbout98-082 RESOLUTION NO. 98-82 WHEREAS, the Board of Supervisors met in Regular Session this 2nd day of February, 1998, and WHEREAS, the application of restrictions associated with implementation of the Federal Endangered Species Act have placed many economic enterprises at risk, and WHEREAS, the preparation of regional plans by Federal agencies in response to Critical Habitat and Recovery Plan actions aa~d recommendations raise the threat of further restrictions on uses, amend existing multiple use management plans of the agencies, and place the operation of local government infrastructure at higher costs due to mitigation, and WHEREAS,a consortium of Counties in the Mojave Desert region commissioned a study and review of relevant data associated with desert tortoises and tortoise habitat, and found much of the science driving proposed decisions was lacking, and WHEREAS, a regional organization has been proposed to formalize communication and collaboration among County governments across the four States of the region, and to take collective action where appropriate, NOW, THEREFORE BE IT RESOLVED by the Board of Supervisors of the County of Mohave that this County join with the other Counties in the formation of such a four-State multi- County organization. BE IT FURTHER RESOLVED that the Board endorses the drafted Statement of Principles (dated 12/16/97), recognizing them may be editorial change, and reserves the right of formal approval of the final draft, and BE IT FURTHER RESOLVED that the Board endorses the drafted By-Laws (dated 12/16/97), recognizing there may be editorial change, and reserves the right of formal approval of the final draft, and BE IT FURTHER RESOLVED that the Board approves the participation of members of this body, together with delegated County staff, in the memberstfip and operation of the organization, authorizing the expenditure of such fimds for expenses as may be necessary for their attendance and participation, and BE IT FURTHER RESOLVED that the Board approves the inclusion of such funds within the County's budget for the coming fiscal year as may be needed to support the budget for the organization, and Resolution No. 98-82 Page 2 BE IT FINALLY RESOLVED that the Board recognizes that this County must continue to participate with Federal and State agencies in carrying out their broad land management responsibilities, and the County must also assure proper consideration of private lands, authorized private enterprise activities taking place on public lands, and County infrastructure in such plans, and encourages County staff to continue to carry out collaborative partnerships with the agencies; but the Board recognizes if such partnerships do not assure and reflect appropriate levels of use and activity or require inappropriate levels and kinds of mitigation, we will rely on this regional organization to take whatever actions are necessary to seek changes in the forces driving inappropriate decisions.
