RESOLUTION NO. 98-415
A RESOLUTION SETTING FORTH AN AMENDMENT TO THE MOHAVE COUNTY GENERAL
PLAN AMENDING POLICY 13.8 AND POLICY 15.1 REGARDING RURAL DEVELOPMENT
AREAS.
WHEREAS, at the special meeting on December 21, 1998, the Mohave County Board o£
Supervisors held a public hearing this item, and
WHEREAS, Policy 13.8 provides guidance when the county considers rural industrial uses in the
Rural Development Area. The policy states that, "Mohave County shall consider proposals for rural
industrial uses, if such proposed uses provide significant employment opportunities for County residents,
do not require the extension of public urban services and are not appropriate for location in a planned
industrial area. The County shall consider such proposals through the General Plan Review Process.", and
WHEREAS, Policy 1SA provides instructions for a transition from a Rural Development Area to
a Suburban Development Area or an Urban Development Area. The policy reads, "In areas identified as
RDAs, proposals for urban or suburban land uses shall be considered through the General Plan Review
process. Mohave County should consider the following factors in evaluating these proposals for change to
urban and suburban land uses:
a) effect on the character of the community or neighborhoods surrounding the proposal site;
b) compatibility with adjacent land uses;
c) capacity of planned services and facilities to accommodate the proposed use in addition to
previously planned development; and
d) consistency with other goals and policies of the General Plan.", and
WHEREAS, both of these policies refer to a General Plan Review Process. Since other policies
in the Plan refer to an amendment process, a first glance indicates that the review process is different from
the amendment process, and
WHEREAS, Chapter 9.F of the plan describes three types of review processes. The only process
that seems to fit in Policy 13.8 and Policy 15.1 is the amendment process. However, the unfortunate
wording in these policies has caused confusion, and
WHEREAS, to avoid further confusion, the policies should be amended to clearly define which
review process is intended, and

WHEREAS, this item was advertised in The Standard, a newspaper of general circulation in the
county seat on December 2, 1998 and was posted throughout Mohave County, and
WHEREAS, the Planning and Zoning Commission considered tiffs item at their meeting on October
14, 1998 and recommended to the Board of Supervisors the following amendment (the words to be deleted
have been struck and the words to be added have been bolded):
Policy 13.8 Mohave County shall consider proposals for rural industrial uses, if such proposed uses
provide ~gn'~Scant employment opportunities and/or tax base for County residents, do not
require the extension of public urban services and are not appropriate for location in a
planned industrial area. The County shall consider auc~ proposals that are not within a
designated Rural Industrial area through the General Plan Review amendment process.
Policy 15.1 In areas identified as RDAs, proposals for urban or suburban land uses shall be considered
through the General Plan Rcv~cw amendment process. Mohave County should consider the
following factors in evaluating these proposals for change to urban and suburban land uses:
a) effect on the character of the community or neighborhoods surrounding the proposal
site;
b) compatibility with adjacent land uses;
c) capacity of planned services and facilities to accommodate the proposed use in
addition to previously planned development; and
d) consistency with other goals and policies of the General Plan."
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting
on Monday, December 21, 1998, APPROVED this Amendment to the Mohave County General Plan as
recommended by the Mohave County Planning and Zoning Commission and outlined herein.
