WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 7, 1998, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above-described property as requested by Quail Piping Products, Inc., of Wichita Falls, Texas, being represented by John W. Hoke, Kingman Airport Authority, Kingman, Arizona, and WI-IEREAS, the property is located in the Kingman Airport Industrial park northeast of Kingman and east of State Highway 66 (Old US Highway 66). The site is accessed from State Highway 66 via southeast on Mohave Airport Drive to Olympic Drive, then southwest on Olympic Drive approximately 1,000 feet to the site, located on the northwest side of Olympic Drive. The property has two warehouses on it and the terrain is relatively flat, sloping slightly to the southeast. The surrounding land uses consist ora variety ofconm~ercial and industrial uses and the airport runway complex is to the southeast. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit to allow for three aboveground fuel storage tanks to support a corrugated plastic pipe manufacturing facility in an A-D (Airport-Development) zone. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review' of FEMA FIRM Panel #040058-2170B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above-proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. PAGE 2 OF' 2 BK ~207 PG 94~ FEE:::g8074117 RESOLUTION NO. 98-451 Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on November 12, 1998, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: 1. This Zoning Use Permit is for three aboveground fuel storage tanks in an A-D (Airport Development) zone and activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior to approval of permits and before establishing the use. 3. The appropriate zoning, building, environmental, and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of O Supervisors i£ in the opinion of the Commission and Board, the continued of the use property would be contrary to the public health, safety, and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, November 18, 1998, and posted on November 20, 1998, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 7, 1998, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
