I Item No. \ ~lf I RESOLUTION NO. 2005-668 EVALUATION OF A REQUEST FOR A REZONE OF PARCEL 3410, STAGECOACH TRAILS AT SANTA FE RANCH, UNIT 22-C, IN SECTION 29, TOWNSHIP 16 1/2 NORTH, RANGE 17 WEST, FROM A-R/36A (AGRICULTURAL-RESInENTIAL/THIRTY-SIX ACRE MINIMUM LOT SIZE) ZONE TO A-R/8A (AGRICULTURAL-RESIDENTIAL/EIGHT ACRE MINIMUM LOT SIZE) ZONE, IN THE DUTCH FLAT PORTION OF THE MOHAVE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November 7, 2005, a public hearing was conducted to determine whether approval should be granted to Rezone the above-described property as requested by CSNA Surveying/Dari Nielson of Kingman, Arizona representing Thorn Owen of Lancaster, California, and WHEREAS, this property is located on the southeast corner of Wild Bill Road and Cowboy Drive. The site is accessed from Interstate 40 via the Alamo Road Exit (Exit 25) to Alamo Ruad, then southeast on Alamo Road to Mandin Drive, then west on Mandin Drive to the property, locatcd on the southeast corner of Wild Bill Road and Cowboy Drive. The property is vacant and the terrain is relatively flat, sloping generally to the southwest. The surrounding land uses consist of vacant lots and widely scattered single-family residences. There are no significant drainage patterns, and WHEREAS, the applicant requests this zone change to allow for the creation of residential parcels. The applicant proposes to divide the 39.93-gross acre parcel into four 8-plus net acrc parcels. The Mohave County General Plan designates this area as a Rural Development Area and the Dutch Flat Area Plan designates this area Single Family Residential, and WHEREAS, A review ofFEMA FIRM Panel #040058-2875C indicates the parcel described to be in Zones A and C, partially within the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect comply with the Mohavc County General Plan and the Dutch Flat Area Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other land uses similar to the above-proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site, except the flood hazard area noted herein. . RESOLUTION NO. 2005-668 PAGE 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on October 12,2005, the Commission recommended DENIAL of the proposed request, and WHEREAS, the notice of hearing was published in The Kingman Daily Miner, a newspaper of general circulation in Kingman, Mohave County, Arizona, on October 23, 2005, and was posted on October 21, 2005, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE HE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, November 7, 2005, DENIED this Rezone as recommended by thc Mohave County Planning and Zoning Commission and outlined herein.
