A RESOLUTION SETTING FORTH A RESCISSION OF BOS RESOLUTION NOS. 92-107 AND
92-139, WHICH CONDITIONALLY APPROVED THE PRELIMINARY PLAN AND REZONING
FOR MAUNA KEA VILLAGE, TRACT 4141, BEING A SUBDIVISION OF A PORTION OF
SECTION 15, TOWNSHIP 17 NORTH, RANGE 22 WEST, IN THE SOUTH MOHAVE VALLEY
AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting o£the Mohave County Board of Supervisors held on July 13,
1998, a public hearing was conducted to determine whether the approvals for the above-described project
should be rescinded. The owner/developer is Michael J. Mangana of Owen Development, Mohave Valley,
Arizona. The engineer of record is Civiltec Engineering, Inc., Monrovia, California, and
WHEREAS, the property is located approximately twelve and one-half miles south of Bullhead
City. The property is accessed via State Highway 95, then southwest on Harbor Avenue, then northwesterly
along and north of Levee Drive, and
WHEREAS, the Prelimiaary Plan depicts 18.97 acres subdivided into 75 single-family residential
lots, three landscaping parcels and two parcels for recreation and drainage purposes, and
WHEREAS, the Preliminary Plan for Manna Kea Village, Tract 4141, was approved by the Mohave
County Board of Supervisors on April 6, 1992, per BOS Resolution No. 92-107. The rezoning of the
property was conditionally approved on May 4, 1992, per BOS Resolution No. 92-139. The first Extension
of Time for the approval of the Preliminary Plan was granted on April 4, 1994, per BOS Resolution No. 94-
96. The second extension was granted on August 7, 1995, per BOS Resolution No. 95-317. The third
extension was granted on August 5, 1996, per BOS Resolution No. 96-276, expiring automatically on April
6, 1997. The developer c~id not request an Extension of Time for the approval of the project. No Final Plat
was ever submitted for this subdivision, and
WHEREAS, the developer has indicated that he does not intend to process a subdivision o£this
property at this time, and that he will not oppose the rescission o£the old approvals for this project, and
WHEREAS, all resolutions, including BOS Resolution Nos. 94-96, 95-317, and 96-276, which
require compliance with the conditions of the above-referenced rescinded approvals, are themselves voided,
and
WHEREAS, all notices have been advertised and posted according to regulations, and

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 10, 1998, the Commission recommended APPROVAL of the rescission of this subdivision, and
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, June 27, 1998, and posted on June 26, 1998, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, July 13, i998, APPROVED the rescission of this subdivision as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
