A RESOLUTION SETTING FORTH A REZONE OF A PORTION OF THE SW¼ NE¼ OF
SECTION 8, LYING NORTHWESTERLY OF COUNTY HIGH~VAY 91, IN TOWNSHIP 40
NORTH, RANGE 15 WEST, FROM A-R (AGRICULTURAL-RESIDENTIAL) ZONE TO C-2H
(GENERAL COMMERCIAL HIGHWAY FRONTAGE) ZONE, IN THE ARIZONA STRIP AREA,
MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 10,
1998, a public hearing was conducted to determine whether approval should be granted to Rezone the above-
described property as requested by Michael Hart of St. George, Utah, and
WHEREAS, this property is located south of Interstate 15 and west of the Interstate 15/Littlefield
Interchange. The site is accessed from Interstate 15 via south at the Littlefield Interchange exit to Mohave
County Highway 91, then southwest on County Highway 91 approximately one-half mile to the site, located
on the north side between interstate 15 and County Highway 91. The property is vacant, relatively flat, and
slopes slightly to thc southwest toward the Virgin River. The surrounding [and uses consist of vacant land,
a mobile home park, and a few single-family residences~ There is a school to the south. There are no
significant drainage patterns, and
WHEREAS, the applicant requests this zone change to allow for developing a 56-space recreation
vehicle park with a food market and gas station, in conjunction with the existing 145-space mobile home
park to the north. The Mohave County General Plan designates this area as an Urban Development Area
and an Outlying Community. Recreational vehicle parks are an allowable use in C-2H (General Commercial
Highway Frontage) zoning, Mohave County Zoning Regulations, Section 21.1B.4, regulation for General
Commercial Highway Frontage, Uses Permitted, and
WHEREAS, a review o£FEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
July 8, 1998, the Commission recommended APPROVAL for a Rezone subject to the following:
1. This property will be rezoned C-2H (General Commercial Highway Frontage).
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.J (Recreational Vehicle Parks Plan Requirements) must be
completed and approved prior to approval of pem~its and before establishing the use. Also,
the gas station and market area will require a Section 27.P (Site Plan Requirements) to be
completed and approved prior to approval of pernfits and before establishing the use. If the
gas station and market area is sold, a Parcel Plat prepared in accordance with Article 3.16 of
the Mohave County Subdivision Regulations and 102.04-B of the Standard Specifications
is required. In addition, the applicant shall provide right-of-way, road and drainage
improvements, including those required for County Highway 91, as required by the Mohave
County Engineer, prior to site plan and Recreational Vehicle Park Plan approval.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. The rezone shall not become effective until at least 30 days after final approval of the change
in classification by the Board of Supervisors, as per ARS I 1-829E.
5. If these conditions are not met within one year this approval *vill be void. If at the expiration
of this period the property has not been improved to meet the use for which it was
conditionally approved, the Board of Supervisors (after notification by registered mail to the
owner and applicant who requested the rezoning) shall schedule a public hearing to grant an
extension, determine compliance with the schedule for development, or cause the property
to revert to its former zoning classification. This action is in accordance with Arizona
Revised Statutes Almotated, Title 11, Chapter 6, 11-832.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, July 25, 1998, and posted on July 24, 1998, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on M.~?}[13J~,.~ 10, 1998, APPROVED this Rezone as recommended by the Mohave County Planning
