RESOLUTION NO. 98-276
A RESOLUTION SETTING FORTH A RESCISSION OF BOS RESOLUTION NOS. 94-257 AND
94-297, WHICH CONDITIONALLY APPROVED THE PRELIMINARY PLAN AND REZONING
FOR PARADISE MESA, TRACT 4153, BEING A SUBDIVISION OF A PORTION OF THE N½ OF
THE N~ OF SECTION 12, TOWNSHIP 19 NORTH, RANGE 22 WEST, IN THE SOUTH
MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA.
VirI-IEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 10,
1998, a public hearing was conducted to determine whether the approvals for the above-described project
should be rescinded. The owner/developer is Stewart Hall of H.K.C. Development, Westlake Village,
California. The project engineer is Kirkham Michael Consulting Engineers, Phoenix, Arizona, and
WHEREAS, the property is located contiguous to the southeastern boundary of Bullhead City and
is accessed via State Highway 95, then east on the Bullhead Parkway, then southeast one-quarter mile along
Arroyo Vista Drive to the site, and
WHEREAS, the Preliminary Plan depicts 131 acres subdivided into 279 single-family residential
lots, six multi-family residential parcels, two commercial parcels, and 16.4 acres of open space for drainage,
and
WHEREAS, the Preliminary Plan for Paradise Mesa, Tract 4153, was approved by the Mohave
County Board of Supervisors on August 8, 1994, per BOS Resolution No. 94-257. The rezoning of the
property was conditionally approved on September 6, 1994, per BOS Resolution No. 94-297. The first and
only Extension of Time for the approval of the Preliminary Plan was granted on October 7, 1996, per BOS
Resolution No. 96-338. The Preliminary Plan approval for this tract expired automatically on August 8,
1997. The developer did not request a further Extension of Time for the approval of the project. No Final
Plat was ever submitted for this subdivision, and
WHEREAS, the developer has previously informed County staff that he does not intend at this time
to process a subdivision for this property, and expressed consent to the rescission of the approvals for the
project, and
WHEREAS, all resolutions, including BOS Resolution No. 96-338 which required compliance with
the conditions of the above-referenced rescinded approvals, are themselves voided. All notices have been
advertised and posted according to regulations, and

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
July 8, 1998, the Commission recommended APPROVAL of the rescission of this subdivision, and
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, July 25, 1998, and posted on July 24, 1998, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, August 10, 1998, APPROVED the rescission of this subdivision as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
