A RESOLUTION SETTING FORTH A RESCISSION OF BOS RESOLUTION NOS. 91-22 AND
91-47, WHICH CONDITIONALLY APPROVED THE PRELIMINARY PLAN AND REZONING
FOR CRYSTAL SPRINGS III, TRACT 3036, BEING A SUBDIVISION OF THE NE¼, AND
PORTION OF THE NW¼ OF THE SE¼ OF SECTION 2, TOWNSHIP 21 NORTH, RANGE 19
WEST, IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA.
VOIEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
8, 1998, a public hearing was conducted to determine whether the approvals for the above-described project
should be rescinded. The owner/developer of record is KNS, Inc., Los Angeles, California. The project
engineer is Mohave Engineering Associates, Inc., Kingman, Arizona, and
WHEREAS, the property is located approximately ten miles west of the City of Kingman. The site
is accessed via State Highway 68, then north on Milky Way Road, then east to Laguna Road, and northwest
to the property, and
VOIEREAS, the Preliminary Plan depicts 161 acres subdivided into 423 single-family residential
lots, ranging in size from 11,400 to 28,000 square feet, and
WHEREAS, the Preliminary Plan for Crystal Springs III, Tract 3036, was approved by the Mohave
County Board of Supervisors on January 7, 1991, per BOS Resolution No. 91-22. The first Extension of
Time for the approval of the Prelinfinary Plan was granted on May 3, 1993, per BOS Resolution No. 93-132.
The second extension was granted on May 2, 1994, per BOS Resolution No. 94-136. The third extension
was granted on June 5, 1995, per BOS Resolution No. 95-232. The Preliminary Plan approval for this tract
expired automatically on January 7, 1996. The developer did not request a further Extension of Time for
the approval of the project, and
WHEREAS, the rezoning of the property, from A-R/10A to R-O, was conditionally approved on
February 49, 1991, per BOS Resolution No. 91-47, and
WHEREAS, the previous developer, Kaz Fujita, advised staff on July 15, 1998 that KNS, Inc., the
owner of record of this property, does not plan on processing this development further, and has lost contact
with the new buyer of this property in Tokyo, Japan. No developer has processed the required Final Plats
for this subdivision, and

WHEREAS, all resolutions including BOS Resolution Nos. 93-132, 94-136, and 95-232, which
required compliance with the conditions of the above-referenced rescinded approvals, are themselves voided.
All notices have been advertised and posted according to regulations, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 12, 1998, the Commission recommended APPROVAL of the rescission of this subdivision, and
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 22, 1998, and posted on August 21, 1998, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 8, 1998, APPROVED the rescission of this subdivision as recommended by the
Mohave County Plamfing and Zoning Commission and outlined herein.
