A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 1, BLOCK B, GOLDEN
VALLEY RANCHOS, UNIT 8, IN SECTION 3, TOWNSHIP 20 NORTH, RANGE 19 WEST, FOR
A DOG KENNEL IN AN A-R/2A (AGRICULTURAL-RESIDENTIAL/TWO ACRE MINIMUM
LOT SIZE) ZONE, IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
5, 1998, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above-described property as requested by Sherry L. Dryer of Golden Valley, Arizona, and
WHEREAS, this property is located south of State Highway 68 between Kaibab Road and Jade
Road. The site is accessed from State Highway 68 via south on Estrella Road to Shinammp Drive, then east
on Shinarump Drive to the site, located on the southeast corner o£ Shinarump Drive and Havasupai Road.
The property has a single-family residence, several accessory buildings, and several dog shelters with dog
runs on it. The terrain is relatively flat, sloping slightly to the southeast. The surrounding land uses consist
of vacant land and a few scattered single-family residences. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a dog breeding kennel in an A-P, Y2A
(Agricultural-Residential/Two Acre Minimum Lot Size) zone. The Mohave County General Plan designates
this area as a Rural Development Area, and
WHEREAS, a review o£FEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September 9, 1998, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

1. This Zoning Use Permit is for a dog breeding kennel in an A-R/2A (Agricultural-
Residential/Two Acre Minimum Lot Size) zone and activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior
to approval of permits and before establishing the use. in addition, the applicant shall
provide right-of-way, road, and drainage improvements as required by the Mohave County
Engineer prior to site plan approval.
3. That a 10-foot road right-of-way adjacent to Shinarump Drive shall be dedicated to the
public and accepted by the Mohave County Board of Supervisors. In addition, a 20-foot
radius curve is required at its intersection with Havasupai Road.
4. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
5. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
6. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, September 19, 1998, and posted on September 18, 1998,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 5, 1998, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
