RESOLUTION NO. 98-367
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF LOTS 1
AND 2, BLOCK F, LAKE MOHAVE COUNTRY CLUB ESTATES, UNIT 3, AMENDED, IN
SECTION 31, TOWNSHIP 22 NORTH, RANGE 16 WEST, FROM R-M/20M (MULTIPLE-
RESIDENTIAL/TWENTY THOUSAND SQUARE FOOT MINIMUM LOT SIZE) ZONE TO C-2H
(GENERAL COMMERCIAL HIGHWAY FRONTAGE) ZONE, IN THE KINGMAN AREA,
MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
5, 1998, a public hearing was conducted to determine whether an Extension of Time for a Rezone should
be granted for the above-described property as requested by Erwin F. and Mary Ann Krabbe, dba B.K.'s
Northwest Auto Sales, Kingman, Arizona, and
WHEREAS, this property is located east of Stockton Hill Road and south of Northern Avenue, north
o£the City of Kingman. The site is accessed from Stockton Hill Road via east on Northern Avenue to the
site, located on the southwest corner o£Northem Avenue and North Irving Street. The property is vacant
and slopes slightly to the east. The surrounding land uses consist of single-family residences to the south.
There are numerous commercial businesses to the east and west on both sides of Northern Avenue. There
are no significant drainage patterns. The Mohave County General Plan designates this area as an Urban
Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on November 4, 1996, via BOS Resolution No. 96-393. It has not been extended; this will be the first and
second extensions, and
WHEREAS, this Extension of Time will allow the applicant time to complete the conditions as
required by BOS Resolution No. 96-393, as the property owner has not accomplished any of the required
conditions of approval. However, a site plan has been submitted and is being reviewed by the county, and
WHEREAS, this will be the first and second Extensions of Time for this property, and
WHEREAS, a review of FEMA FIRM Panel #040058-2165C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:

a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September 9, 1998, the Commission recommended APPROVAL for an Extension of Time for a Rezone
subject to the following:
1. Compliance with the conditions of BOS Resolution No. 96-393.
2. This Extension of Time will be in effect until November 4, 1999.
3. This will be the last Extension of Time unless significant progress is made to complete the
conditions of BOS Resolution No. 96-393.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, September 19, 1998, and posted on September 18, 1998,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 5, 1998, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
