A Resolution Setting Forth a Resolution for Consideration by the
Public Lands Steering Committee of the NatiOnal Associations of
Counties
WHEREAS, on November 27,1998, the Arizona Republic announced that the
creation of aNational Monument at the Shivwits Plateau is under consideration by Secretary
o£the Interior Brace Babbitt, and
WHEREAS, 100% of the proposed National Monument at the Shivwits Plateau is
located within the boundaries of Mohave County, Arizona, and
WHEREAS, it is in Mohave County's best interest to ensure that the designation
and management of any national monument benefits the citizens of Mohave County, and
WHEREAS, to ensure those benefits, it is vital that Mohave County have a
significant role in the decision to designate the national monument and in the development
of the management plan for the monument area, and
WHEREAS, support from the Public Lands Steering Committee of the National
Association of Counties is important to Mohave County in its endeavor to work with the
United States Department of the Interior.
NOW THEREFORE BE IT RESOLVED, that the Mohave County Board of
Supervisors hereby approves the submittal of the attached resolution to the Public Lands
Steering Committee of the National Associations of Counties and urges adoption of the
resolution by the Committee.

A Resolution of the Public Lands Steering Committee of the National
Associations of Counties Supporting the Efforts of Mohave County,
Arizona in Regards to the Proposed Shivwits Plateau National
Monument
WHEREAS, on November 27, 1998, United States Secretary of the Interior Bruce
Babbitt announced that the United States Department of the Interior was considering
establishing the Shivwits National Monument in an area known as the Shiwvits Plateau,
north of Grand Canyon National Park, and
WHEREAS, One Hundred Percent (100%) of the proposed Shivwits National
Monument lies within the boundaries of Mohave County, Arizona, and
WHEREAS, the National Envimumental Protection Act (NEPA), 42 U.S.C. 4332,
requires consideration of local customs and culture in all findings regarding the impact o£
Federal actions, and
WHEREAS, the designation of the Shivwits Plateau National Monument is intended
to preclude mining and development but could seriously limit grazing and other economic
activities, and
WHEREAS, Mohave County can best ensure that private property rights, including
grazing and mining rights, are protected, and the designation of a National Monument
benefits the citizens of Mohave County by being a significant participant in a cooperative
approach to the decision to designate the National Monument area and the development of
the management plan for the National Monument, and
WHEREAS, other interested parties and stakeholders such as the Hualapai Tribe,
Colorado City, and Mohave County economic development representatives should be
represented on the management committee along with Mohave County, and
WHEREAS, Mohave County believes that a national monument can best benefit the
People of the United States and the citizens of Mohave County if the monument is managed
as a major tourist destination and educational center with all weather road access and an
airport, and
WHEREAS, national monuments can be established in a short period of time and
have been established without local government consultation.
NOW THEREFORE, BE IT RESOLVED that the Public Lands Steering
Committee of the National Association of Counties hereby supports the efforts of Mohave
County, Arizona to ensure local government participation in the decision-making process
surrounding the creation of the proposed Shivwits National Monument and the incorporation
of economic development activities within the Management Plan for the National
Monnrnent, including the continuation of grazing and mining rights, and ensuring that the
Monument be managed as a maj or tourist destination and educational center with all-weather
access and an airport.
FURTHERMORE, BE IT RESOLVED that the Public Lands Steering Committee
of the National Association of Counties encourages the United States Department of Interior
to fully consult and confer with affected local governments as early as possible when
considering the designation of National Parks, National Monuments or other designations
that affect the use and status of lands in the United States.
