RESOLUTION NO. 99-68
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE PERMIT
ON LOTS 1, 2, 7, 8, 9, 10, 15, 16 AND PORTIONS OF LOTS 17 AND 18, BLOCK 201 AND A
PORTION OF LOT 20, BLOCK 200, VIRGIN ACRES, TRACT NO. 1, IN SECTION 32,
TOWNSHIP 41 NORTH, RANGE 15 WEST, FOR A MOBILE HOME PARK 1N AN A-R
(AGRICULTURAL-RESIDENTIAL) ZONE, IN THE ARIZONA STRIP AREA, MOHAVE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors treld on March 8,
1999, a public hearing was conducted to detemrine whether an Extension of Time for a Zoning Use Permit
should be granted for the above-described property as requested by Beaver Birds, Inc., being represented
by Robert L. Miller of Richfield, Utah, and
WHEREAS, this property is located west of County Highway 91 and north of the Interstate 15 and
County Highway 91 interchange in the Littlefield area. The site is accessed from County Highway 91 via
west on a local road known as "Old Pioneer Road" to the southern edge of Section 32, Township 41 North,
Range 15 West, then northwest on a 15-foot Ingress and Egress (I&E) easement to the site. The property
is vacant and relatively flat, sloping slightly to the east. There are no significant drainage patterns. The
Mohave County General Plan designates this area as an Urban Development Area. The Virgin River
Communities Area Plan designates this area as a Low Density Residential Area, and
WHEREAS, this Zoning Use Permit was conditionally approved by the Mohave County Board of
Supervisors on July 5, 1995, per BOS Resolution No. 95-268. It was extended for the first time on
November 4, 1996, with BOS Resolution No. 96~363. On July 7, 1997, BOS Resolution No. 95-268 was
amended to add the roadway dedication for "Old Pioneer Road" on the south side of the Beaver Birds, Inc.,
property via B OS Resolution No. 97-217, and
WHEREAS, the applicant requested in a letter dated December 22, 1998, that the Zoning Use
Permit be extended for one year. The letter stated that they experienced some problems in getting a road
dedicated to Mohave County, and
WHEREAS, the property owner has accomplished the following conditions of approval as required
by BOS Resolution No. 95-268: The Mobile Home Park Plan and Site Plan has been completed. The only
remaining condition to be completed is the roadway right-of-way dedication, and
WHEREAS, this will be the second and third Extensions of Time for this property, and

WHEREAS, a review of FEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan and the
Virgin River Communities Area Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant enviromnental features affecting the site.
g. This request complies with the Extension of Time Policy, as the applicant is making progress
and only needs to complete the final condition to finish this project.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
February 10, 1999, the Cormnission recommended APPROVAL for an Extension of Time for a Zoning Use
Permit subject to the following:
1. Compliance with the conditions of BOS Resolution No. 95-268.
2. This Extension of Time will be in effect until July 5, 1999.
3. This will be the last Extension of Time unless significant progress is made to complete the
conditions of BOS Resolution No. 95-268.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of generaI
ckculation in Kingman, Mohave County, Arizona, February 17, 1999, and posted on February 19, 1999, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, March 8, 1999, APPROVED this Extension of Time for a Zoning Use Permit as recommended
by the Mohave County Planning and Zoning Commission and outlined herein.
