RESOLUTION NO. 99-71
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF LOT 113,
BERMUDA PLANTATIONS, UNIT 2, IN SECTION 15, TOWNSHIP 17 NORTH, RANGE 22
WEST, FROM R-E (RESIDENTIAL-RECREATION) ZONE TO C-2/25M (GENERAL
COMMERCIAL/TWENTY-FIVE THOUSAND SQUARE FOOT MINIMUM LOT SIZE) ZONE,
IN THE SOUTH MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 8,
1999, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be
granted for the above-described property as requested by Maged M. Hannawi of Loma Linda, California,
and
WHEREAS, this property is located southeast of Harbor Avenue (State Highway 95) between
Courtwright Road and the Needles Bridge. The site is accessed from State Highway 95 via south on Harbor
Avenue/State Highway 95 to the site, located on the south side of Harbor Avenue/State Highway 95 and
Vacation Avenue. The property is vacant and relatively flat. Them are no significant drainage patterns.
The Mohave County General Plan designates this area as an Urban Development Ama, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on December 2, 1996, via BOS Resolution No. 96-407. It was extended for the first time with BOS
Resolution No. 98-55 on February 2, 1998, and
WHEREAS, this Extension of Time will allow the applicant time to complete the necessary
engineering for this project and the other conditions as required by BOS Resolution No. 96-407, and
WHEREAS, the property owner has not accomplished any of the conditions of approval as required
by BOS Resolution No. 96-407, and
WHEREAS, this will be the second Extension of Time for this property, and
WHEREAS, a review of FEMA FIRM Panel #040058-2615C indicates the parcel described to be
in Zone B, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. Ali notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public heaxing before the Mohave County Planning and Zoning Commission on
February 10, 1999, the Commission recommended APPROVAL for aa Extension of Time for a Rezone
subject to the following:
1. Compliance with the conditions of BOS Resolution No. 96-407.
2. This Extension of Time will be in effect until December 2, 1999.
3. This will be the last Extension of Time unless significant progress is made to complete the
conditions of BOS Resolution No. 96-407.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, February 17, 1999, and posted on February 19, 1999, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, March 8, 1999, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
