WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 5, 1999, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be granted for the above-described property as requested by Zeke Jarcik, Superintendent, ARVID Development, Inc., Residential Contractors of Tucson, Arizona. The property owners are Dave and Donna Clark of Waukesha, Wisconsin, and WHEREAS, this property is located southwesterly of Hualapai Mountain Road and southeasterly of Rosslynn Drive, east of the City of Kingman. The site is accessed from Kingman via southeast on Hualapai Moantain Road to the site, located on the south corner of Hualapai Mountain Road and Rosslyn Drive. The property is vacant and the terrain is gently, rolling hill, sloping slightly to the northwest. Hualapai Foothill Estates, Tract 3003-A, within the City of Kingman, is on the north side of Hualapai Mountain Road. The remaining land is vacant. There are no significant drainage patterns. The closest like business is over 1.5 miles west, on Hualapai Mountain Road, toward the City of Kingman. The Mohave County General Plan designates this area as a Suburban Development Area, and WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors on February 2, 1998 via BOS Resolution No. 98-75, and WHEREAS, this Extension of Time will allow the applicant to complete the required site plan. In addition, the applicant is waiting for the decision from the City of Kingman Water Commission on water and fire protection and the other conditions as required by BOS Resolution No. 98-75, and WHEREAS, the property o~mer has accomplished the following conditions of approval as required by BOS Resolution No. 98-75: The applicant has completed the required Parcel Plat and is working on the site plan, and WHEREAS, this will be the first Extension of Time for this property, and F'~GE 2 OF 2 BK 3280 F'G t29 FEE~97020670 RESOLUTION NO. 99-135 Page 2 WHEREAS, a review of FEMA FIRM Panel #040058-2350C indicates the parcel described to be in Zone A, in the Special Flood Hazard Area, arid The following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access. e. Them are no significant environmental features affecting the site, except the noted Special Flood Hazard Area. f. This request complies with the Extension of Time Policy. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on March 10, 1999, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject to the following: 1. Compliance with the conditions of BOS Resolution No. 98-75. 2. This Extension of Time will be in effect until February 2, 2000. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, March 17, 1999, and posted on March 19, 1999, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, April 5, 1999, APPROVED this Extension of Time for a Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
