WHEREAS, the Board of Supervisors of Mohave County met in Regular
Session this 5~ day of April, ! 999, and
WHEREAS, the Colorado River Regional Sewer Coalition, a voluntary
Intergovernmental association of local, state and tribal representatives from
Arizona, Nevada and California, was formed to facilitate the protection and
enhancement of the Colorado River through improved wastewater management
practices in an effort to assure quality drinking water for the 19 million residents
of Arizona, California, and Nevada for whom the Lower Colorado River is their
drinking water source.
WHEREAS, the geographical limits bounded by these communities
represent an area with rapidly increasing population and 19 million visitors
annually, but with limited infrastructure to support the current populace and
future planned development; and
WHEREAS, many of these communities are also facing a shortage of
potable water supplies which could be offset by the effluent generated by
replacing septic systems with a comprehensive sewer infrastructure,
WHEREAS, CCRSo provides a regional forum for coordination and
dissemination of environmental issues, wastewater master planning, and fund
raising to meet these needs; and
WHEREAS, CCRSo has retained the engineering frim of Burns e~
l~lcDonnell to prepare a watershed planning document for the Lower Colorado
River which study shows, among other things, that over the next two decades
the population in the Lower Colorado river counties is projected to increase by
over 62%; represented by 43% for Yuma, 56% for Lake Havasu City, and
83% for Bullhead City over the next twenty years; this growth, together with
the fact that the majority of residents along the river are on septic systems, as
potentially contributed to water quality problems for both surface water and
groundwater; and
WHEREAS, the cost to construct the recommended improvements
necessary to protect the Lower Colorado river is estimated to carry a price tag
between $2 andS3 billion over the next twenty years, most of which is needed
to correct problems with exiting developments; and
WHEREAS, these costs far exceed the financial capabilities of the various
members of CCRSCo.
NOW, THEREFORE, BE 1T RESOLVED, that Mohave County Board of
Supervisors recognizes the need for federal assistance and so supports the
representatives of the Colorado River Regional Sewer Coalition who are
speaking with one voice on behalf of all of the members of CCRSCo meeting
with members of Congress in the spring of 1999 as to the need for federal
assistance in funding the massive improvements needed to assure the lone term
future of water quality in the Lower Colorado River basin.
