A RESOLUTION SETTING FORTH THE APPROVAL OF A RECREATIONAL VEHICLE PARK
PLAN FOR WILLOW SPRINGS RV PARK, IN A PORTION OF THE SW¼ NE¼ OF SECTION
8, LYING NORTHVCESTERLY OF COUNTY HIGHWAY 91, IN TOWNSHIP 40 NORTH, RANGE
15 WEST, IN THE ARIZONA STRIP AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave Cmmty Board of Supervisors held on June 7,
1999, a public hearing was conducted to determine whether approval should be grunted for the above-
described Recreational Vehicle Park Plan, as requested by the owner Michael Hart of St. George, Utah, and
WHEREAS, the site is located south of Interstate 15 and west of the Interstate 1 $/Littlefield exit.
The site is accessed from Interstate 15 via south at the Littlefield exit to Mohave County Highway 91, then
southwest on County Highway 91 approximately one-half mile to the site, located on the north side between
Interstate 15 and County Highway 91. The property is vacant, relatively flat, sloping slightly to the
southwest toward the Virgin River. The surrounding land uses consist of vacant land, a mobile home park,
several single-family residences, and the Littlefield Elementary School and community to the southwest.
There are no significant drainage patterns, and
WHEREAS, a review of FEMA FIRM Panel #040058-0025B indicates the property to be in Zone
C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, this Recreational Vehicle Park Plan is in conjunction with the owner's rezone of the
site to C-2H (General Commercial/Highway Frontage) to allow for commercial development. The owner
proposes 56 RV spaces, to be constructed in two, 28-space phases. The proposal contains approximately
21,000 square feet for recreational and open space use, or 17 percent of the RV park area. The gross
residential density of development will be 19.72 units per acre on the 2.84-acm site. The Virgin River
Communities Area Plan specifies this area as a Commercial Development Area which allows for the uses
in C-2H zoning districts, and
WHEREAS, water will be supplied by Littlefield Water Company. Sewage will be handled by an
on-site system. Electrical service will be provided by Dixie/Escalante Rural Electric Association.
Telephone service will be provided by Rio Virgin Telephone. Solid waste will be collected by a certified
trash collection service. The Littlefield/Beaver Dam Fire Department serves this site, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan and the
Virgin River Communities Area Plan.

c. The site is adequate for the action intended and the use is consistent with the surroundings
and terrain.
d. The site has legal access.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
May 12, 1999, the Commission recommended APPROVAL for a Recreational Vehicle Park subject to the
following:
1. All conditions of the August 10, 1998, BOS Resolution No. 98-268 rezoning this property,
and any amendments, will be adhered to.
2. Arizona Department of Enviroun~ental Quality (ADEQ) approves the water supply and
distribution system.
3. Arizona Department of Environmental Quality (ADEQ) approves the sewage collection and
disposal system.
4. The owner will provide service agreements for water and trash collection for each RV space
of this development.
5. Plans on file in the Mohave County Planning and Zoning Department, dated April 16, 1999,
are the basis of this Recreational Vehicle Park Plan approval, along with the conditions set
forth in these recommendations.
6. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
7. All applicable provisions of the Mohave County Zoning Regulations shall be complied with.
These lots shall not be offered for individual sale.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, May 19, 1999, and posted May 21, 1999, as required by
Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW TItEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, June 7, 1999, APPROVED this Recreational Vehicle Park as reconm~ended by the Mohave
and Zoning Commission and outlined herein.
