HomeMy WebLinkAbout99-204 INDEXED 99n&*'~*~*'~,2 BK 3348 PG OFFICIAL RECORDS OF hONAVE COUNTY ,JOAN MC CALL, MOHAVE COUNTY RECORDER 07128/1999 01:36P PA6E 1 OF 2 ~iOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 RESOLUTION NO. 99-204 A RESOLUTION SETTING FORTH AN AMENDMENT OF THE SACRAMENTO VALLEY (GOLDEN VALLEY) AREA PLAN, AS AMENDED, ORIGINALLY ADOPTED APRIL 7, 1980, TO PROVIDE FOR A CHANGE IN THE LAND USE DESIGNATION FOR THE LOT 1, BLOCK L, GOLDEN SAGE I/ANCHOS, UNIT 55 IN SECTION 11, TOWNSHIP 21 NORTH, RANGE 18 WEST FROM MFR (MULTI-FAMILY RESIDENTIAL) TO C (COMMERCIAL), IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on July 26, 1999, a public hearing was conducted to determine whether approval should be granted to amend the Sacramento Valley Area Plan, designating the above-described property as Commercial area as requested by Stockmens Bank of Kingman, Arizona, and WHEREAS, this property is located on the northwest corner of Hope Road and State Highway 68, and is accessed from State Highway 68 via north on Hope Road. The property is vacant and the terrain is relatively flat, sloping slightly to the southwest. The surrounding land uses consist of several scattered single-family residences. There are no significant drainage patterns, but there are several small washes crossing the south portion of this property from the northeast to the southwest, and WHEREAS, the applicant requests this Area Plan Amendment to allow for a co~mnercial office and banking center. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, the property is presently covered under Citizens Utilities Rural Company franchise for electric and telephone service. The site is within the Golden Valley Fire District, and WHEREAS, a review of FEMA FIRM Panel #040058-2325B indicates the parcel described to be in Zone C, not in the Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. Approximately 300 notification letters were mailed to individual property owners within a one-half mile radius of the subject property. b. The boundary of the site adjoins an existing Commercial area east of Hope Road. c. The proposed use would be consistent with the surrounding land uses. d. The site has legal access. e. There are no significant environmental features affecting the site. F'hGE 2 OF 2 BK 3348 P6 282 FEE~990z;5552 RESOLUTION NO. 99-204 Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on May 12, 1999, the Commission recommended APPROVAL for the Area Plan Amendment subject to the ±bllowing: 1. The land use diagram of the Sacramento Valley Ama Plan will be updated to reflect this change in land use from Multi-Family Residential (MFR) to Commercial (COM). 2. The applicant will complete a Site Plan (Section 27.P, Mohave County Zoning Ordinance). WHEREAS, the notice of hearing was published in The Standard, a ne;vspaper of general circulation in Kingman, Mohave County, Arizona, July 7, 1999, and posted July 9, 1999, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting on Monday, July 26, 1999, APPROVED this Area Plan Amendment as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
