HomeMy WebLinkAbout99-205 RESOLUTION NO. 99-205 A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE PERMIT ON LOT 40, PINION PINE ESTATES, UNIT NO. 1, TRACT 1115, IN SECTION 6, TOWNSHIP 20 NORTH, RANGE 15 WEST, FOR A SECONDARY RESIDENCE IN AN R-O/A (SINGLE FAMILY RESIDENTIAL/HOMES ONLY/LIMITED ANIMAL PRIVILEGES) ZONE, IN THE MOHAVE COUNTY GENERAL AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 7, 1999, a public hearing was conducted to determine whether an Extension of Time for a Zoning Use Permit should be granted for the above-described property as requested by Claudia M. and Timothy J. Ryan of Kingman, Arizona, and WHEREAS, this property is located northeast of Hualapai Mountain Road and northwest of D.W. Ranch Road. The site is accessed from Kingman via southeast on Hualapai Mountain Road approximately 7.7 miles to D.W. Ranch Road, then northeast on D.W. Ranch Road to Metate Drive, then northwest on Metate Drive to Wagon Wheel Road, then northeast on Wagon Wheel Road to the site, located on the southeast side at the "T" intersection of Wagon Wheel Road and Thunderhead Drive. The property has a single-family residence on it and the terrain is rolling hills. The surrounding land uses consist of single- family residences amd vacant lots. There are no significant drainage patterns. The Mohave County General Plan designates this area as a Rural Development Area and the Pinion Pines Area is considered an Outlying Community, and WHEREAS, this Zoning Use Permit, to allow a travel trailer to be used as a secondary residence for the applicant's mother, was conditionally approved by the Mohave County Board of Supervisors on June 1, 1998 per BOS Resolution No. 98-217, and WHEREAS, the applicant requested in a letter dated March 22, 1999, that the Zoning Use Permit be extended for one year. This Extension of Time is to allow a travel trailer to be used as a secondary residence for the applicant's mother for this property. Mohave County Zoning Regulations, Section 27.N (Establishment of Travel Trailers) states "Travel trailers allowed as secondary residences shall be approved by the Board of Supervisors in one-year increments following a recommendation from the Planning and Zoning Commission," and WHEREAS, a review of FEMA FIRM Panel #040058-2350C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and VqI-IEREAS, the following described Findings of Fact are for the above-captioned item: RESOLUTION NO. 99-205 Page 2 a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. f. This request complies with the Mohave County Zoning Regulations, Section 27.N (Establishment of Travel Trailers). WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on May 12, 1999, the Commission recommended APPROVAL for an Extension of Time for a Zoning Use Permit subject to the following: 1. As required by Mohave County Zoning Regulations, Section 27.N (Establishment of Travel Trailers) which states that "Travel trailers allowed as secondary residences shall be approved by the Board of Supervisors in one-year increments following a recommendation from the Plmming and Zoning Commission" and Condition of Approval Narnber 6 of BOS Resolution No. 98-217. 2. This Extension of Time will be in effect until June 1, 2000. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, May 19, 1999, and posted on May 21, 1999, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, June 7, 1999, APPROVED this Extension of Time for a Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
