RESOLUTION NO. 99-254
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON PARCELS 7 AND 8, AS
SHOWN ON PARCEL PLATS BOOK I, PAGE 32, 1N SECTION 11, TOWNSHIP 17 NORTH,
RANGE 17 WEST, FOR A TRAP, SKEET AND SPORTING CLAYS SHOOTING RANGE ALONG
WITH A CLUB HOUSE IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE
MOHAVE COUNTY GENERAL AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 9,
1999, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above-described property as requested by Lee and Judy Zolliecoffer of Mesquite, Nevada, and
WHEREAS, this property is located east of Interstate 40 and north of Alamo Road. The site is
accessed from Interstate 40 via east at the Alan~o Road exit to Boriana Mine Road, then east-northeast on
Boriana Mine Road approximately four miles to the site, located on the south side of Boriana Mine Road
between Dennis Road and Suzzette Road. The property has a single-family residence on it and the terrain
is gently rolling hills, generally sloping to the southwest. The surrounding land uses consist of vacant land
and a few widely scattered single-family residences. There is Bureau of Land Management (BLM) land to
the east. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a trap, skeet and sporting clays
shooting range along with a club house in an A-R (Agricultural-Residential) zone. The Mohave County
General Plan designates this area as a Rural Development Area. The Yucca Area Plan, being developed at
this time, also designates this area as Rural Residential, and
WHEREAS, a review of FEMA FIRM Panel #040058-2700C indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 9, 1999, the Commission recommended DENIAL for a Zoning Use Permit based upon the following:
1. This activity will add additional traffic to the roadway.
2. The opposition of the surrounding property owners.
3. This activity is believed to be a nuisance in this neighborhood.
WHEREAS, the notice of hearing was published in The Shandard, a newspaper of general
circulation in Kingma~, Mohave County, Arizona, June 23, 1999, and posted on June 24, 1999, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Friday, July 9, 1999, DENIED this Zoning Use Permit as reconnnended by the Mohave County Planning
and Zoning Commission and outlined herein.
