RESOLUTION NO. 99-316
A RESOLUTION SETTING FORTH A SUBDIVISION FINAL PLAT FOR LAST LAP
SUBDIVISION, TRACT 3807, BEING A SUBDIVISION OF PARCEL 31-B OF RECORD OF SURVEY,
BOOK 15, PAGE 87, IN A PORTION OF SECTION 31, TOWNSHIP 15 NORTH, RANGE 17 WEST, IN
THE MOHAVE COUNTY GENERAL AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on August 23,
1999, a public hearing was conducted to determine whether the Final Plat should be approved for the above-
described subdivision, and
WHEREAS, the owner/developer of this tract is Randy Lyles, for Last Lap Raceplace, Inc.,
Temecula, California. The project engineer is Mohave Engineering Associates, Inc., Kingman, Arizona,
and
WHEREAS, the property is located in a remote part of Mohave County, approximately 16 miles
northeast of Lake Havasu City, and 40 miles south of the City of Kingman. The property is accessed via
Interstate 40 at Yucca, then approximately 24 miles southeast along Alamo Road, then westerly along
various roads, including Mesquite Drive, over 15 miles to the site, and
WHEREAS, the Preliminary Plan, conditionally approved by the Board of Supervisors on May 10,
1999, per BOS Resolution No. 99~173, depicts 160 acres subdivided into 23 single-family residential lots,
and 10 parcels. Five of the ten parcels are being established as private roadways. Parcel C will contain the
auto test/racing track (the central feature of the development), and the remaining parcels are set aside for
unimproved open space and well sites. The developer now intends to record the subdivision in its entirety
on one Final Plat, without phasing, and
WHEREAS, the developer has proposed the use of performance bond as an assurance to Mohave
County that all required improvements and, in addition, all proposed improvements for this subdivision will
be constructed. The County Attorney's Office has indicated no objection to the form of the performance
bond being used as the assurance. The County Engineer has approved the project engineer's cost estimate
for the subdivision improvements in the amount of $1,084,000.00 (one million, eighty-four thousand
dollars), and
WHEREAS, the advertising requirements have been met throughout this subdivision process as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations. The notice of hearing
was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona,
August 4, 1999, and posted on August 6, 1999, as required by Arizona Revised Statutes and the Mohave
County Zoning Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting
on Monday, August 23, 1999, APPROVED the Final Plat for Last Lap Subdivision, Tract 3807, subject to
the following conditions:
1. A current title report (dated within 30 days of recordation) must be furnished to the Planning
and Zoning Department prior to plat recordation.
2. The developer will make the same commitments for improvements in the prospectus to the
State Real Estate Commission as required for approval of this tract by the Board, and a final
copy of the State Real Estate Report shall be submitted to the Planning and Zoning
Department.
3. The developer shall obtain from the Arizona Department of Environmental Quality an
Approval of Sanitary Facilities for this subdivision prior to the recordation of the subdivision
Final Plat.
4. A written determination of water adequacy from the Arizona Department of Water Resources
affirming an adequate water supply for this subdivision shall be submitted to the Planning
Director prior to the recordation of the subdivision Final Plat.
5. Lots within the recorded Final Plat of this development will not be further divided.
6. The developer shall submit, prior to the recordation of the Final Plat, the executed assurance
identified herein for the construction of all subdivision improvements.
7. The ratification statements shown on the Final Plat (if any) shall indicate that lienholders of
the property being subdivided consent to the platting of Last Lap Subdivision, Tract 3807,
and consent to the dedications and grantings shown thereon.
8. The deed(s) transferring title of the parcels in this subdivision from the developer to the
property owners association shall be submitted to the Plaiming Director prior to the
recordation of the Final Plat, and shall be accompanied by necessary recording fees.
9. The developer shall address the comments made in the Platming and Zoning Department
review letter dated July 28, 1999, and the Public Works Department letter dated July 30,
1999 prior to the recordation of the subdivision Final Plat, except for those items which may
be addressed following the recordation of that plat, as outlined in that correspondence.

BE IT FURTHER RESOLVED, that a correct copy of all documents delineated above shall be
submitted to Planning and Zoning for distribution and review. Upon receipt of evidence that these
conditions have been met, together with the executed mylars and appropriate recording fees, the Director
of Plm~ning and Zoning will obtain the necessary signatures from the County departments and officials and
canse the Final Plat for Last Lap Subdivision, Tract 3807, to be recorded.
