A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF LOTS 20,
21 AND 22, CAMP MOHAVE SUBDIVISION, UNIT ONE, IN SECTION 22, TOWNSHIP 19
NORTH, RANGE 22 WEST, FROM S-D/R (SPECIAL-DEVELOPMENT/RESIDENTIAL) ZONE
TO C-1 (NEIGHBORHOOD COMMERCIAL) ZONE, IN THE SOUTH MOHAVE VALLEY
AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
7, 1999, a public hearing was conducted to determine whether an Extension of Time for a Rezone should
be granted for the above-described property as requested by Donald A. and Charlene J. Leroux of Bullhead
City, Arizona, and
WHEREAS, this property is located south of Camp Mohave Road and west of State Highway 95.
The site is accessed from State Highway 95 via west on Can~p Mohave Road to the site, located on the
southwest comer of Camp Mohave Road and Camino Ejercito. The property has a single-family residence
on it amd an accessory building being used for retail sales and service of electrical appliances. The terrain
is relatively flat, sloping slightly to the west toward the Colorado River. The surrounding land uses consist
of single-family residences to the south, west, and north. To the east are ntm~erous commercial enterprises
along and adjacent to State Highway 95. There are no significant di'ainage patterns. The Mohave County
General Plan designates this area as an Urban Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on August 10, 1998 via BOS Resolution No. 98-275, and
WHEREAS, this Extension of Time will allow the applicant time to complete the conditions as
required by BOS Resolution No. 98-275, and
WHEREAS, the property owner has not accomplished any of the conditions of approval as required
by BOS Resolution No. 98-275. The applicant is waiting to submit the required site plan after the
amendment to BOS Resolution No. 98-275 (BOS Resolution No. 99-324) is approved, deleting the
requirement to dedicate an additional nine feet to the right-of-way for Camp Mohave Road, and
WHEREAS, this will be the first Extension of Time for this property, and
WHEREAS, a review of FEMA FIRM Panel #040058-2435D indicates the parcel described to be
in Zone AO, in the Special Flood Hazard Area, and

WHEREAS, the following described Findings of Fact are for the above-captioned item;
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Conunission on
August 11, 1999, the Commission recommended APPROVAL for an Extension of Time for a Rezone
subject to the following:
1. Compliance with the conditions of BOS Resolution No. 98-275.
2. This Extension of Time will be in effect until August 10, 2000.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 18, 1999, and posted on August 20, 1999, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 7, 1999, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
