A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 6, BLOCK 4, SUN
VALLEY, TRACT 4018-B, IN SECTION 36, TOWNSHIP 19 NORTH, RANGE 22 WEST, FOR A
SECONDARY RESIDENCE IN A R-1 (SINGLE FAMILY RESIDENTIAL) ZONE, IN THE SOUTH
MOHAVE VALLEY AREA, MOHAVE COUNTY, ARIZONA.
WltEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
7, 1999, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above-described property as requested by Donald E. and Mary Arm Champney of Bullhead City,
Arizona, and
WHEREAS, this property is located east of State Highway 95, between Joy Lane and Lipan
Boulevard. The site is accessed from State Highway 95 via east on Lipan Boulevard to Bison Avenue, then
north on Bison Avenue to the site, located on the west side approximately 100 feet south of Iroquis Road.
The property has a single-family residence and several accessory buildings. The terrain is relatively flat,
sloping slightly to the west toward the Colorado River. The surrounding land uses consist of single-family
residences and vacant lots. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in a R-1
(Single Family Residential) zone for Mr. Champney's mother and father-in-law. Note: The area of the lot
is 22,735 square feet, or 0.52 acre. The Mohave County General Plan designates this area as an Urban
Development Area, and
WHEREAS, a review of FEMA FIRM Panel #040058-2445C indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surromading
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.

WHEREAS, at the public hearing before the Mohave County Planning mid Zoning Commission on
August 11, 1999, the Conunission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Permit is for a secondary residence on this property and the activities
related thereto. The floor area of the secondary residence shall comply with the size
requirements in Section 27.R (Accessory or Secondary Residence Requirements). As per
the Mohave County Zoning Regulations, the secondary residence will be used for non-
paying guests and relatives ONLY.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations, Section 27.R (Accessory or Secondary Residence Requirements), and a site
plan prepared in accordance with Section 27.R must be completed and approved prior to
approval of permits and before establishing the use.
3. The appropriate zoning, building, enviroarnental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 18, 1999, and posted on August 20, 1999, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 7, 1999, APPROVED this Zoning Use Permit as reconm~ended by the Mohave
County Planning and Zoning Commission and outlined herein.
