A RESOLUTION SETTING FORTH AN EXTENSION OF TIME OF THE APPROVED
PRELIMINARY SUBDIVISION PLAN OF FRIENDLY GOLDEN VALLEY, TRACT 3305, BEING
A SUBDIVISION OF PARCEL 71, A PORTION OF THE NW¼ OF SECTION 17, TOWNSHIP 21
NORTH, RANGE 18 WEST, IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
7, 1999, a public heating was conducted to determine whether approval should be granted for an Extension
of Time as requested by the owner/developer Doug Haley, Murrieta, California, for the above-referenced
project. The subdivision has no identified engineer at this time, and
WHEREAS, the property is located approximately seven and one-half miles west of the City of
Kingman. The site is accessed via State Highway 68, then south one-half mile along Verde Road to Shipp
Drive, then west one-half mile along Shipp Drive and south to the property, and
WHEREAS, the Preliminary Plan depicts approximately 40 acres subdivided into 114 single-family
residential lots, three drainage parcels, and a parcel over two acres in size, which is located in the northwest
comer of the subdivision and which is intended for furore development. The subdivider has not yet defined
the nature of this proposed future use and intends to sell this parcel to another developer. The residential
lots range in size from 9,150 to 21,246 square feet. Five phases are proposed by the developer for this
subdivision, and
WHEREAS, the owner/developer has indicated in a letter dated July 7, 1999, that due to the death
of one of the general development partners, tlfis project needs (at least) another year within which to process
Final Plats for the five phases proposed. Mr. Haley indicates in iris request that he has secured funding
which may allow this project to move forward. No Final Plats have yet been submitted for review, and
WHEREAS, the Preliminary Plan for this tract was approved by the Mohave County Board of
Supervisors on October 6, 1997, per BOS Resolution No. 97-349, expiring automatically on October 6,
1999. Subdivision Regulation, Article 3.10-1 states: "Upon application to the Commission and prior to the
expiration of the time limit, extensions in increments of one (1) year may be granted by the Board of
Supervisors if the subdivider is actively processing the Final Plat. If such action is not taken then all
proceedings relating to the plat shall be terminated.", and

WHEREAS, the Mohave County Public Works Department has indicated that upon receipt of any
additional submittals of this project for processing, the adequacy of the drainage and compatibility of this
proposed subdivision with surrounding development, without limitation, roadways and easements including
utilities, drainage, etc., will be reviewed, and has recommended that any required changes or modifications
will be the responsibility of the developer, and
WHEREAS, staff recommended denial of this request, as the developer has not submitted a Final
Plat for any phase of this subdivision, and since the last extension has not submitted any documentation to
demonstrate the completion of any improvements for the tract, and as last year's extension included a
provision that without such progress, staff would recommend denial of any further extensions, and.
WHEREAS, this action, if approved, will be the first Extension of Time for the conditional
Preliminary Plan approval of this proposed subdivision, Friendly Golden Valley, Tract 3305, and
WHEREAS, the following axe Findings of Fact for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. This is the first Extension of Time for the latest approved Preliminary Plan of this proposal.
A previous Preliminary Plan was conditionally approved for Friendly Golden Valley, Tract
3033, in 1991. Three Extensions of Time were granted that former proposal; however,
despite or because of numerous revisions to the subdivision design, that proposal was not
successfully developed, and all approvals for that former tract voided. Friendly Golden
Valley, Tract 3305, is modeled heavily upon the unsuccessful subdivision, and is under the
ownership of essentially the same developers.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 11, 1999, the Commission recommended APPROVAL of an Extension of Time for the Preliminary
Plan subject to the following conditions:
1. Compliance with all conditions of BOS Resolution No. 97-349.
2. Unless significant progress (including the submittal of a Final Plat for the first phase of this
subdivision) is made in the coming year, staff will recommend denial of any additional
extension requests.
3. This Extension of Time will be in effect until October 6, 2000.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 18, 1999, and posted on August 20, 1999, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 7, 1999, APPROVED this Extension of Time as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.//
