RESOLUTION NO. 99-352
A RESOLUTION SETTING FORTH A ROADWAY AND PUBLIC UTILITY EASEMENT
NAMING IN GOLDEN EAGLE RANCH, PHASE I, IN THE S~ OF SECTIONS 29 AND 30,
TOWNSHIP 23 NORTH, RANGE 10 WEST, AND THE SE¼ OF SECTION 25, TOWNSHIP 23
NORTH, RANGE 11 WEST, THE PROPOSED NAME BEING OAKES TANK ROAD, IN THE
MOHAVE COUNTY GENERAL AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on
September 7, 1999, a public hearing was conducted to determine whether approval should be granted for
a Roadway and Public Utility Easement Naming in the described area, as requested by the Mohave County
Planning and Zoning Department, and
WHEREAS, the roadway and public utility easement proposed to be named is 60 feet in width. It
is located in Golden Eagle Ranch, Phase I, approximately 18 miles south of Highway 66 and one mile west
of the Mohave/Yavapai County line. The roadway easement is accessed from Highway 66, via several
undocumented roads running generally to the southeast to the site. The roadway easement, to be named
"Oakes Tank Road," starts at a north/south rumfing, unnamed roadway easement in the southeast quarter
of Section 25, Township 23 North, Range 11 West, and continues east for approximately one and one-
quarter miles to Southern Pass, and
WHEREAS, this item was presented to the Planning and Zoning Commission on June 9, 1999, with
the proposed name being "Wayback Road." Due to opposition from adjoining property owners to the
proposed name and a possible conflict with an existing name of"Oakes Tank Road," this item was referred
back to the Department for resolution. A field survey of the area revealed no existing name for this roadway
easement, nor has the name "Oakes Tank Road" ever received county approval. A poll was conducted of
adjoining property owners, offering three choices of road names: Wayback Road, Oakes Tank Road, and
Blue Sky Road. It was indicated that the choice receiving the majority of votes would be processed for
approval. The poll resulted in a tie vote for the first two options and none for the third. Since the actual
water tank, Oakes Tank, is located along the unnanaed, north-south alignment just south of this site, it is
possible that the north-south roadway easement may be known as "Oakes Tank Road." Therefore, another
road name, "Ridge View Road," was chosen by the Department for processing, and
WHEREAS, at the August 11, 1999, Planning and Zoning Commission meeting, an adjoining
property owner reiterated their belief that this roadway easement is known as "Oakes Tank Road." Another
adjoining property owner stated that their belief was that the north-south, unnamed alignment is the roadway
easement referred to by this name. A majority vote was cast by the Commission to recommend "OAKES
TANK ROAD" as the name of the above roadway easement. There has been one objection to the proposed
name, and
RESOLUTION NO. 99-352 Page 2
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The roadway easements are legally accessible from another road right-of-way.
d. The easement name has been checked for compliance with the Mohave County 911
addressing regulations for road naming.
WHEREAS, at the public hearing before the Mohave County Planning & Zoning Commission on
August 11, 1999, the Conunission recommended APPROVAL of OAKES TANK ROAD as the name of
the roadway and public utility easement, as shown on Exhibit "A."
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 18, 1999, and posted on August 20, 1999, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations, and
WHEREAS, the Board of Supervisors considered public comment at their meeting of September
7, 1999.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday, September 7, 1999, APPROVED RIDGE VIEW ROAD as the roadway and public utility
easement name for the following reason:
1. A nearby north-south road is colloquially known as Oakes Tank Road. Officially naming
this east-west road the same name could cause confusion for the traveling public and
emergency responders.
