A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF A
PORTION OF HAVASU GARDENS ESTATES EAST, TRACT NO. 1222, IN THE N~ OF
SECTION 17, TOWNSHIP 14 NORTH, RANGE 20 WEST, FROM R-MH (SINGLE FAMILY
RESIDENTIAL MOBILE HOME) ZONE TO C-2H (GENERAL COMMERCIAL HIGHWAY
FRONTAGE) ZONE, IN THE LAKE HAVASU CITY AREA, MOHAYE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
4, 1999, a public hearing was conducted to determine ~vhether an Extension of Time for a Rezone should
be granted for the above-described property as requested by the new property owner, William Edwards of
Phoenix, Arizona, and
WHEREAS, this property is located west of London Bridge Road, approximately one mile north
of Chenoweth Drive. The site is accessed from London Bridge Road via west on Havasu Garden Drive to
Park View Drive, then north on Park View Drive to the site. The site is north o£the existing portions of
Havasu Garden Estates East, Tract 1122, which was abandoned. The property is vacant, except for gravel
streets, and is relatively flat, sloping slightly to the southwest toward the Colorado River. The surrounding
land uses consist of a mobile home park to the south and the remaining property is vacant. There is a
drainage canal along the southern boundary of this property. There were no other significant drainage
patterns noted. The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on September 2, 1997, via BOS Resolution No. 97-299. It was extended for the first time with BOS
Resolution No. 98-397 on November 2, 1998. The previous applicant requested this zone change to allow
for the development and construction of a recreational vehicle park. The applicant had proposed to abandon
the existing undeveloped portion of Havasu Garden Estates East, Tract 1122, and
WHEREAS, this Extension of Time will allow the applicant time to complete his plans for a
recreational vehicle park and to complete the other conditions as required by BOS Resolution No. 97-299,
as noted in his letter of July 8, 1999, and
WHEREAS, the property owner has not accomplished any of the conditions of approval as required
by BOS Resolution No. 97-299, and
WHEREAS, this will be the second Extension of Time for this property, and
WHEREAS, a review of FEMA FIRM Panel #040058-2970B indicates the parcel described to be
in Zone AO, in the Special Flood Hazard Area, and

WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action mad effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except for the noted
Special Flood Hazard Area.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September 8, 1999, the Commission recommended APPROVAL for an Extension of Time for a Rezone
subject to the following:
1. Compliance with the conditions of BOS Resolution No. 97-299.
2. This Extension of Time will be in effect until September 2, 2000.
3. This will be the last Extension of Time unless significant progress is made to complete the
conditions of BOS Resolution No. 97-299.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, September 15, 1999, and posted on September 17, 1999,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 4, 1999, APPROVED this Extension of Time for a Rezone as recommended by the
Planning and Zoning Commission and outlined herein.
