A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF LOT 15,
BLOCK A, GOLDEN SAGE RANCHOS, UNIT 66, IN SECTION 3, TOWNSHIP 21 NORTH,
RANGE 19 WEST, FROM A-R/2A (AGRICULTURAL-RESIDENTIAL/TWO ACRE MINIMUM
LOT SIZE) ZONE TO A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE GOLDEN
VALLEY AR~A, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
4, 1999, a public hearing was conducted to determine whether an Extension of Time for a Rezone should
be granted for the above-described property as requested by Imelda D. Howell of Golden Valley, Arizona,
and
WHEREAS, this property is located north of State Highway 68, between Egar Road and Estrella
Road. The site is accessed from State Highway 68 via north on Estrella Road to Agua Fria Drive, then west
on Agua Fda Drive to Escuela Road, then south on Escuela Road approximately 300 feet to the northwest
comer of the property. The property has two single-family residences on it, and the terrain is relatively flat,
sloping slightly toward the southwest. The surrounding land uses consist of vacant parcels and a few widely
scattered single-fantily residences. There are no significant drainage patterns. The Mohave County General
Plan designates this area as Suburban Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on September 8, 1998 via BOS Resolution No. 98-318, and
WHEREAS, this Extension of Time will allow the applicant time to complete the conditions as
required by BOS Resolution No. 98-318, as she has incurred financial difficulty as noted in her letter of July
5, 1999, and
WHEREAS, the property owner has not accomplished any of the conditions of approval as required
by BOS Resolution No. 98-318, and
WHEREAS, this will be the first Extension of Time for this property, and
WHEREAS, a review of FEMA FIRM Panel #040058-2150B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:

a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan and the
Sacrmnento Valley/Golden Valley Area Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except the Special Flood
Hazard Area noted above.
g. The site has electric, water, and telephone service, and is in compliance with the
requirements of Policy and Procedure Memorandum 97-3 (Minor Land Divisions).
h. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Conunission on
September 8, 1999, the Commission recommended APPROVAL for an Extension of Time for a Rezone
subject to the following:
1. Compliance with the conditions of BOS Resolution No. 98-318.
2. This Extension of Time will be in effect until September 8, 2000.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, September 15, 1999, and posted on September 17, 1999,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 4, 1999, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
