RESOLUTION NO. 99-451
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON PARCEL 7, A PORTION OF
THE WV2 SW¼ NW¼ OF SECTION 33, IN TOWNSHIP 41 NORTH, RANGE 15 WEST, FOR A
RESIDENCE IN A C-2 (GENERAL COMMERCIAL) ZONE, IN THE ARIZONA STRIP AREA,
MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December
6, 1999, a public hearing was conducted to determine whether a Zoning Use Pemfit should be granted for
the above-described property as requested by Art and Gladys Kalipetsis of Beaver Dam, Arizona, and
WHEREAS, this property, is located west of County Highway 91, between Biasi Ranch Road and
McKnight Road. The site is accessed from County Highway 91 via west on McKnight Road to Arizona
Avenue, then north on Arizona Avenue to the site, located on the east side approximately four-tenths (0.4)
of a mile north of McKnight Road. The property is vacant and relatively flat, sloping slightly to the
southwest. The surrounding land uses consist of vacant lots and single-family residences. There are no
significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a residence in a C-2 (General
Commercial) zone. The Mohave County General Plan designates this area as an Urban Development Area
and the Virgin River Communities Area Plan designates this area as LDR (Low Density Residential, 1 to
4 dwelling units per acre), and
WHEREAS, a review of FEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan and the
Virgin River Communities Area Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant envirmrmental features affecting the site.

WItEREAS, at the public hearing before the Mohave County Plmming and Zoning Commission on
November 10, 1999, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Pemfit is ~br a residence in a C-2 (General Commercial) zone and activities
related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, November 17, 1999, and posted on November 19, 1999,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, December 6, 1999, APPROVED this Zoning Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
