SUMMARlZE THE ISSUE & DESIRED ACTION CLEARL Y/ATT ACH BACKUP MATERIAL:
Arizona Division of Emergency Management is providing a State-owned Mobile Conullunications vehicle to be
stationed in a selected county within each new Homeland Security Region. Selected counties will be responsible for
routine maintenance, servicing, and fuel costs and for training volunteer operators to serve on an on-call roster for
response to in-county and out-of-county emergencies. Stationing of his vehicle in Mohavc County will greatly enhance
county radio interoperability and rapid onsite communications deployment capabilities in the event of a large scale
emergency. Various Mohave County emergency service agencies have expressed interest in providing operators and
possible financial support.
Recommended Motion:
Move to authorize the Mohave County Emergency Management Coordinator to forward a request to the Arizona
Division of Emergcncy Management (ADEM) for consideration ofMohave COlmty lIS a site tor the Regional Mobile
Conullunications Vehicle, prepare an estimate of annual maintenance and opl.:rations costs, and develop an
Intergovernmental Agreement (IGA) with ADEM for the use of said vehicle to be reviewed by the Board for approval at
a future regular meeting.

In support of the Governor's Homeland Security Plan, 'Securing Arizona' the Department of
Emergency & 1\.filitary Affairs, Office of Homeland Security and Department of Public Safety,
are working together to help improve radio interoperability for our emergency responders
throughout Arizona. As part of this effort, a new mobile communications vehicle is being built
for each of the five state regions to help address radio communications interoperability
statewide. The mobile solution provides the
flexibility to locate to any incident immediately
and support emergency responders with their communications needs.
The vehicle is a custom built fiberglass wide-body van built on a 24' Ford E350 chassis with
dual rear wheels, dual AC, and dual generators.
The interior is designed with multiple
workstations and
work area to
support field
operations comfortably. The internal
communications systems for each vehicle includes:
ACU1000
(1) Raytheon JPS ACU-lOOO Intelligent Interconnect System w/(lO) DSP and (2) PSTN
carashis radio interconnect products facilitate communications between two-way radios (HF,
VHF and UHF) and various other media, such as other radios, Jandline telephone, cellular,
and satellite. The ACU-lOOO Intelligent Interconnect System provides interoperability
between multiple radio systems operating on different frequencies.
This gives emergency
responders the capability to 'patch'
systems together to improve communications
capabilities.
