AN ORDINANCE SETTING FORTH AN AMENDMENT TO CHAPTER 8 FEES, OF THE
MOHAVE COUNTY ZONING ORDINANCE TO PROVIDE FOR THE OUTSOURCING OF
SPECIFIC ZONING PLANS,SITE PLANS,PLANNED AREA DEVELOPMENTS,AND PLANNED
COMMUNITIES AND PROVIDE FOR A FEE.
Chapter 8, Fees
Amend Chapter 8 of the Mohave County Zoning Ordinance as follows (words or phrases to be deleted
are struck, and words or phrases to be added are bolded):
Add item 13:
The Planning Director shall at the request of an applicant send all or any part of the review process
for specific zoning plans, site plans, planned area developments and planned community
developments to an outside review contractor chosen through the appropriate procurement process.
The fee for any plan or plat sent to the review contractor shall be the cost of the contract review plus
the normal fee as stated in this ordinance.

A RESOLUTION SETTING FORTH ADOPTION OF ORDINANCE NO. 2008-02, AN
AMENDMENT TO CHAPTER 8 FEES,OF THE MOHAVE COUNTY ZONING ORDINANCE TO
PROVIDE FOR THE OUTSOURCING OF SPECIFIC ZONING PLANS,SITE PLANS,PLANNED
AREA DEVELOPMENTS, AND PLANNED COMMUNITIES AND PROVIDE FOR A FEE.
WHEREAS,the Mohave County Board of Supervisors at their meeting on August 18,2008 held a
public hearing and considered whether to amend the Mohave County Zoning Ordinance to allow for
outsourcing of specific zoning plans,site plans,planned area developments and planned communities,and
provide a fee, and
WHEREAS, the Board of Supervisors has a policy of capturing all of the expense for processing
development applications and development reviews by the Department, and
WHEREAS,at the June 11,2008 meeting, the Mohave County Planning and Zoning Commission
continued the hearing to their meeting on July 9, 2008; and
WHEREAS,at their July 9,2008 meeting of the Mohave County Planning and Zoning Commission,
the Commission recommended that the specified plans be outsourced on a voluntary basis only,and for the
cost of the third-party review plus regular fees, and
WHEREAS, an analysis of the Department's expenses compared to the revenue revealed that the
Department was not capturing the full cost of processing and review, and
WHEREAS,A.R.S. 11-251.08 allows Arizona counties to charge fees to recoup the cost of services,
and
WHEREAS,a provision for outsourcing plans can benefit both Mohave County and the applicant by
providing for a method to outsource plans for projects that are larger or more complex than normal and, if
reviewed by the County,could delay other projects in review,allowing relief for high activity periods when
cycle times are above the acceptable limit,and provide for"fast-tracking"when requested by applicant,and
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, on July 20, 2008 and was posted on July 18,
2008, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.

WHEREAS, the Board of Supervisors, at their regular meeting on Monday, August 4, 2008,
made the decision to continue this request to the August 18, 2008 BOS meeting.
NOW THEREFORE BE IT RESOLVED,that the Mohave County Board of Supervisors,at their
regular meeting on Monday,August 18,2008,APPROVED Ordinance No.2008-02,adopting the attached
amendment to Section 8, Fees, of the Mohave County Zoning Ordinance.
