Policy for Provision of County Resources to Other Governments in
Emergencies /Disasters

A. Receipt and Processing of Requests for Provision of Mutual Aid Resources
Requests may be received in two ways:
1. Directly from another Arizona County or Arizona Division of Emergency Management
(ADEM) for mutual aid inside Arizona under the Arizona Emergency Management Master
Mutual Aid Agreement. This request may come to the County Manager, Mohave County
Homeland Security f Emergency Management (MCHSEM), or another county agency.
2. From another state that is party to the Emergency Management Assistance Compact
f" (EMAC) between states to ADEM, and thence to Mohave County Homeland Security!
Emergency Management (MCHSEM). (In some instances, ADEM may task another state
agency to contact other county agencies on their behalf, such as Arizona Department of
Health Services contacting Mohave County Public Health, with a specific EMAC request.)
Requests will be processed as follows:
1. Any agencies receiving an Arizona Master Mutual Aid Agreement request (excluding
routine requests to the Sheriff's Office for mutual aid) or EMAC request should forward the
request to MCHSEM, which will authenticate and circulate the request to the relevant
county agencies for their review.
2. After receipt of an Arizona Master Mutual Aid Agreement or EMAC request from
MCHSEM, county agencies will supply MCHSEM with information on available agency
resources that could be committed without jeopardizing county preparedness, including
number(s) and types of resources available, numbers of personnel, and estimated costs of
deployment, including fuel, maintenance, salary, and travel expenses.
3. The MCHSEM Coordinator will obtain approval from the County Manager or designee to
offer the resources recommended by the relevant county agencies to the requesting
government through the Arizona Master Mutual Aid Agreement or EMAC system in
accordance with the authorization guidelines defined below.
4. Upon acceptance of the offered resources by the requesting government, MCHSEM
Coordinator will notify the County Manager or designee and the relevant county agencies
for deployment of resources.
5. The County Manager will consult with the Chairman of the Board of Supervisors and
advise the other Board Members on all requests for mutual aid, including those received
through EMAC, through the Arizona Master Mutual Aid Agreement or other mutual aid
agreements, and directly from incorporated cities or adjacent counties.
6. Authorization of County Government Resource Deployment
1. County Sheriff will have authority to authorize routine provision of Sheriff's Office
personnel and resources as mutual aid for Iocal police departments and Department of
Public Safety within the county and in accordance with existing mutual aid agreements with
law enforcement agencies in neighboring counties, exclusive of requests through EMAC.
2. Homeland Security/ Emergency Management Coordinator will have authority to authorize:
a. Deployment of Communications Interoperability Vehicle (TOAD 1) inside Mohave
County.
7. County Manager or designee will have authority to authorize:
a. Deployment of TOAD 1 outside of Mohave County.
b. Deployment of other county personnel and material resources with an estimated
expenditure exposure not to exceed $50,000.

c. Deployment of county personnel and material resources, provided it doesn't inhibit
Mohave County from conducting day to day operations or county preparedness, when
county resource expenditure reimbursement is guaranteed under EMAC or FEMA
agreements.
4. County Manager or designee will recommend that the Chairman of the Board of
Supervisors convene a special BOS meeting to authorize commitment of county resources
with a potential expenditure exposure of over $50,000.
