MOHAVE COUNTY ORDINANCE NO. 2011-08
AN ORDINANCE AMENDING THE MOHAVE COUNTY ZONING ORDINANCE TO
AMEND SECTION 15.1, REGULATIONS FOR REGIONAL PARKS OR "R-P" ZONE, OF
THE MOHAVE COUNTY ZONING ORDINANCE.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August
1, 2011, a public hearing was conducted to determine whether approval should be granted to amend
various sections of the Mohave County Zoning Ordinance, as requested by the Mohave County
Development Services Department, and
WHEREAS, the proposed amended provisions are outlined below. The language to be added
has been bolded and underlined and the language to be removed has been struck, and
WHEREAS, the R-P (Regional Parks) zone is a zone of very limited applicability because of the
requirement that the park be under the ownership of and/or managed as a county, state or federal park.
Only two parks in the county currently meet this requirement: Hualapai Mountain Park and a portion of
Davis Dam Park. Parks operating under the jurisdiction of the federal or state government are exempt
from zoning due to federal or state preemption. Because the parks that qualify for this zone are owned
and operated by Mohave County it has been requested by park management that the decisions regarding
the type of commercial activities be determined by the park administrators, and
WHEREAS, the amendments proposed by the Department would provide the park
administrators with increased flexibility to determine the types of events and commercial uses that
would be allowed, and remove the requirement for a Zoning Use Permit for commercial activities, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission
on July 13, 2011, the Commission recommended APPROVAL for this Ordinance, and
WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, on July 17, 2011, and was posted on July 15,
2011, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular
meeting on Monday, August 1, 2011, APPROVED this Ordinance as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.

Amend the Mohave County Zoning Ordinance as follows:
Section 15.1 REGULATIONS FOR REGIONAL PARKS OR "R-P" ZONE
A. Special Provisions.
1. The property shall be designated as a Regional Park by the Board of Supervisors.
2. The property shall be under the ownership of and/or managed as a County, State or
Federal park.
4. 3 Manufactured home parks and recreational vehicle parks shall comply with all applicable
provisions of Section 27.
5 4 Each single unit or cluster of commercial facilities or developments shall provide
adequate off-street parking for the needs of the business or use and for employee parking.
B. Uses Permitted.
1. Parks, playgrounds, recreational areas or camps and golf courses.
2. Motels, recreational vehicle parks, resort activities, parking facilities and all other
activities of a similar nature and as necessary for the operation and maintenance of the
various facilities, including commercial activities associated with and an integral part of
any of the above activities.
3. Establishment of temporary or permanent enterprises involving large assemblages of
people or automobiles net to include swap—meets), including circuses, fairs, open air
theaters (not to include drive-in-theaters), concerts, race tracks and recreational centers.
Events including rock and gem shows, art shows, craft festivals and other similar
events may be allowed with approval of the park administrator.
4. Establishment of administrative facilities to support the permitted uses including
watchman residences, storage sheds, etc.
5. Commercial facilities not directly connected with or an integral part of a park
activity or that are not managed or supervised by the administrator of the park may
be allowed with the approval of the of the park administrator.

C. Uses Requiring a Zoning Use Permit.
1. Commercial facilities not directly connected with or an integral part of a park activity.
2. Commercial uses or activities that are not managed or supervised by the administrator(s)
of a County, State or Federal park.
