Present were George C. Ricca, Chairman; Ray Van Yarter, Vice-Chairman; George A. Prentice, Member and Albert S. Jagerson, Clerk. The Board sold the following buildings by public auction after the Clerk had read the published Notice: Building T-728 to Chris Christensen for •325.00. Building T-246 to Chris Christensen for 1625.00. After a Road Department Budget Study by the Board it was decided to make a personnel cutback in i order to stay within the Budget for the remainder of the fiscal year. The -Board approved a Notary Bond for Rose J. Smith. The Board appointed Brice Covington and Arthur Black as a Special Advisory Qo mmittee to study and advise the Board on the proposed by-pass routes of Kingman and all communities on Highway 66 east to Ashfork. All actions taken this date by the Board were unanimous. There being no further business to come before the Board the meeting was adjourned. Ricca, Chairman; Ray Van % Vice-Chairman; George A. Prentice, Member and Albert S. Jagerson, Clerk. The purpose of the meeting was to adopt and approve the following Ordinance #200 and Resolution #201 concerning Civil Defenset ORDINANCE NO. 200 AN ORDINANCE CREATING A CIVIL OFFENSE ORGANIZATION DEFTNING THE POWERS AND DUTIES (T THE CIVIL DEFENSE BOARD AND DIRECTOR AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE BOARD CF SUPERVISORS OF MOHAVE i COUNTY, ARIZONA: Section 1. MOHAVE COUNTY CIVIL DEFENSE BOARD. There is hereby created the Mohave County Civil Defense Board, which shall consist of four (4) members appointed by the Board of Supervisors, one of whom shall be designated as Chairman. Section 2. POWERS AND DUTIFS OF MOHAVE COUNTY CIVIL DEFENSE BOARD. The powers and duties of the Mohave County Civil Defense Board shall include the recommendation for adoption by the Mohave County Board of Super-visors of a civil defense plan for Mohave County, the drafting and recommendation for adoption by the Board of Supervisors of any and all mutual aid plans and agreements which are deemed essential for the i implementation of such civil defense plan and the continued promotion of an orderly and effective program i: of Civil Defense. The Civil Defense Board shall meet upon the call of the Chairman. Section 3. DIRECTOR O F CIVIL DEFFNSE AND DUTIES OF DIRECTOR. The office of Director of Civil Defense is hereby created, with the authority to request the declaration of the existence of an emergency by any two members of the Civil Defense Board subject to confirmation by the Board of Superlisors. In any event if the Governor of the State of Arizona declares an emergency in accordance with Section 26-342 A.R.I. then any emergency plans of the Mohave County shall immediately become effective and the Mohave County Civil Defense Organization shall take immediate action. The duties and responsibility of the Director of Civil Defense shall include the following; 1. The promotion, control and direction of the training of Civil Defense personnel and the public; 548 Mffice of the Board of Super Mohave County, Kingman, Arizona I I October 16, 1957 2. The organization, administration and the execution of all civil defense plans adopted by the Board of Supervisors, and the appointment and training of section leaders or aids; 3. The maintenance of necessary liaison with other civil defense organizations; 4. The marshalling II in the event of an emergency or disaster, of all necessary personnel, equipment or supplies available in the County; 5. The issuing of all necessary proclamations as to the existence of an emergency and the immediate operational effectiveness of the Civil Defense plan; 6. The issuance of reasonable rules and regulations which are necessary for the protection of life and property in FohRv•� County; 7. The negotiation and drafting of mutual aid agreements and the execution of all those entered Into by Mohave County; S. The procurement and supervision of all necessary supplies and equipment, Including and i acceptance of private contributions; 9. The recommendation of agreements for the use of private property for air raid shelters and other Civil Defense purposes; 10. The Civil Defense Director shall work under the direction of and at the pleasure of the Civil Eefense Board, Section 4. CIVIL DEFENSE ORGANIZATION. The Civil Defense Organization of Mohave County shall consist of all the officers and employees of Mohave County and all volunteers. The functions and catlorieal and duties shall be designated by resolution which shall also provide for the divisions necessary for the operation of any and all disaster work. Insofar as possible, such an organization shall conform to the regulations a nd recommendations of the Civil Defense agencies of the Federal Government and the State of Arizona. Section 5. OATH REQ Each person serving as a member of the Mohave County Defense Organization in any capacity, prior to assuming their duty or duties, shall take an oath which shall be substantially as followst STATF (F ARIZONA JOINT BOARD OF CIVILIAN DEFFNSE LOYALTY OATH 1, do solemnly swear (or affirm) that I will support and defend the constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation free without any mental reservation or purpose of evasion; that I will and safely discharge the duties upon which I am about to enter. I do further swear (or affirm) that I do not advocate nor am I a member of any political party or organization that advocates the overthrow of the Government of the United States by force or violence; and that during such time as I am a member of the National Civilian Defense of the United States I will not advocate or become a member of any political party or organization that advocates the overthrow of the Government of the United S tates by force or violence. WITNESS: Subscribed and sworn to before me this day of 1957, by Notary Public My Commission Expirest L II Section 6. LIGHTS DURING BLACK011TS DECLARED PUBLIC NUISANCE. Any light displayed contrary to any order, rule or regulation promulgated pursuant tothe provisions of this ordinance constitutes a public nuisance and when deemed necessary in order to protect life or property during blackout or raids, the police are authorized and directed to enter upon any premises within Mohave County, using reasonable force, and extinguish lights or take other necessary action to make effective any order, rule or regulation promulgated under the authority conferred by this ordinance. Section 7. UNAUTHO WARNING OR ALL CLEAR SIGNALS PRORIETTED. Any unauthorized person A who shall operate a siren or other device so as to simulate a blackout signal or air raid, or the termination of a blackout or air raid, shall be deemed guilty of a violation of this ordinance and hall be subject to the penalties imoosed by this ordinance.
