Department Director County Administrator To: Nick Hom, P.E., Development Services Director From: Byron Steward, Emergency Management Coordinator Date: March 31, 2016 Re: Space License Agreement with American Red Cross Requested Board Action The Mohave County Division of Emergency Management(MCEM) recommends that the Board of Supervisors approve a Space License Agreement with the American Red Cross to allow the American Red Cross to use office and storage space in the County facility at 3675 Sunshine Avenue, Kingman, Arizona, the space will be used for occasional office work and volunteer training as well as storage for emergency supplies and vehicles that can be readily and rapidly accessed by American Red Cross volunteers during county emergencies. Background Information The American Red Cross has requested the use of office and storage space in the county facility at 3675 Sunshine Avenue.This facility was formerly occupied by the Public Works Department's Facilities Division prior to its move to the new Public Works building. Since then, it has been utilized by the Mohave County Division of Emergency Management for personnel training (particularly CERT, communications unit,and Sheriffs Search and Rescue volunteers), equipment and supply storage (including the TOAD 1 communications vehicle and CERT disaster supply trailers), and as a backup emergency communications center. County employees do not utilize the building for daily office work, Emergency Management has installed a security alarm system to protect the facility and utilizes the building for a few hours several times a week. The Red Cross no longer has paid staff in Mohave County nor does it have storage or office space in the county. By allowing the Red Cross to park its emergency trailers (containing cots for shelters and other emergency supplies)and towing vehicle in the fenced and gated yard of the facility, local Red Cross volunteers can rapidly access the equipment and supplies for emergencies in the county. Otherwise, this equipment might have to deploy from Coconino or Yavapai Counties during emergencies. The Red Cross disaster specialist in Flagstaff who covers Mohave County has also requested the use of an office and meeting room in the facility for monthly training of volunteers and some office work, likely on only two or three days of each month. The Division of Emergency Management works closely with the Red Cross disaster specialist and local volunteers and will ensure that those Red Cross personnel who will be designated to use the building will be trained in building and equipment yard access and security protocols; all Red Cross paid and volunteer personnel have already received extensive vetting and training by the Red Cross. The Division of Emergency Management recommends this action to enhance the availability and readiness of the American Red Cross to respond rapidly and efficiently to emergencies in the county and to promote closer coordination between the Red Cross and the Division.
